Surveillance style means the sound reaches the ear through a clear acoustic tube, so the only thing visible is a translucent coil rather than a headset. That is the style specified where the radio should not be part of the customer's impression of the place, which on a radio Motorola designed to be discreet is the point rather than a refinement.
Motorola's own note alongside it in the brochure is worth following: where the radio is worn higher on the body, the short cord earpiece is the better choice for cable management. Cord length is not a detail on a worn radio, because surplus cable snags and eventually pulls the earpiece out.
